When a person gives another person a choice like that, we tihnk of them as a villain or monster. For example:

In this story, there is NO indication whatsoever that the Laishites had ever done anything to harm Israel. They were peaceful, secure, and minded their own business in their own little valley. We get the impression that this is the first time Israel had ever encountered these people, so they were obviously not long-time enemies. God never says that the Laishites are evil, or that they sacrifice their children to idols. It is emphasized, in two separate verses, that Laish is peaceful. The tribe of Dan brutally murdered an entire race of peaceful people for no other reason than to take their land. And God stood by and did nothing to stop it.
When Christians say that God only gives people what they deserve, they LIE. They do not know what their own Bible says. God commands the murder of innocent people again and again and again, all through the Bible. Christians either ignore this, or they do not know it because they never actually read the Bible.
